Purpose:

Outline planning permission was approved on the 19th March 2012 a land south of Woodfield Way, Balby, Doncaster (known as Carr Lodge) for the development of: a maximum of 1,600 residential homes plus associated community uses, open spaces and infrastructure. In March 2015 the outline planning permission for the whole site expired, meaning those areas of land not subject to approved reserved matters applications do now not benefit from the planning approval.
In view of the current policy gap, there is a need to provide additional guidance to support development of the site and ensure that it takes place in accordance with the outline masterplan and achieves the high quality aspirations within the planning approval. The Core Strategy and UDP does not provide sufficient detail to implement the requirements of the NPPF at the local level.

Decision:

To adopt the Carr Lodge Supplementary Planning Document (SPD) to be used as guidance for development at the site and a material consideration in the determination of planning applications.

Alternative options considered:

Do nothing; The Council could rely on existing national and local planning policies to consider planning applications, however it is considered that the SPD provides a necessary level of additional local detail which promotes a high standard of development in this period where Doncaster has no detailed up to date planning policies.
