The Sub-Committee made its decision for the following reasons:-

The Sub-Committee noted the concerns of the objectors and the fact that there are issues in the area.  There is no suggestion that any issues emanate from this premises.  The Sub-Committee is concerned that the premise is already advertising the sale of alcohol when they do not have a licence but were satisfied no alcohol was being offered for sale.  However, they are satisfied that imposing the conditions we have ensured that the 4 licensing objectives are being promoted.
