CHIEF OFFICERS’ APPOINTMENTS AND CONDITIONS OF SERVICE COMMITTEE

A MEETING of the CHIEF OFFICERS’ APPOINTMENTS AND CONDITIONS OF SERVICE COMMITTEE was held at the MANSION HOUSE, DONCASTER on WEDNESDAY, 7TH OCTOBER, 2009 at 9.00 a.m.

 

PRESENT:-

 

Vice-Chair – Councillor Joe Blackham

 

Councillors Tony Brown, Stuart Hardy, Allan Jones (substitute for Councillor Bob Ford), Chris Mills, Margaret Pinkney, Pat Porritt and Tony Sockett.

 

APOLOGIES:-

 

Apologies for absence were received from Councillors Bob Ford, Carole Williams, Patrick Wilson and Yvonne Woodcock.

DECLARATIONS OF PERSONAL OR PREJUDICIAL INTEREST, IF ANY.

 

 

 

No declarations were made at the meeting.

 

 

9.

EXCLUSION OF PUBLIC AND PRESS.

 

 

 

            RESOLVED that the public and press be excluded from the             remaining proceedings of the meeting in accordance with Section             100(A)(4) of the Local Government Act 1972, as amended, on the grounds that exempt information as defined in paragraph 1 of   Schedule 12A to the Act, is likely to be disclosed.

FINAL INTERVIEWS FOR CHIEF OFFICERS POSTS:-

 

ASSISTANT DIRECTOR OF DEVELOPMENT (REGENERATION)

 

ASSISTANT DIRECTOR OF RESOURCES (FINANCE)

 

ASSISTANT DIRECTOR OF RESOURCES (LEGAL AND DEMOCRATIC SERVICES

 

ASSISTANT DIRECTOR OF NEIGHBOURHOODS AND COMMUNITIES (LEISURE AND CULTURE)

 

 

 

The Committee received a report presented by Kay Leigh, the Director of People and Performance Improvement, which informed Members of the arrangements made for recruitment to four Assistant Director positions.

 

 

 

As Members were aware, at the meeting on the 3rd September, 2009, the Committee approved a shortlist of 5 candidates for interview for the 4 vacancies which would include a presentation.

 

The Committee were informed that the only applicant for the Assistant Director Resources (Legal and Democratic) had withdrawn.

 

Members were provided with an assessment template and a copy of the questions for each post.

 

Interviews were carried out for each post.  In order to inform the final decision, the relevant Director then Cabinet Member each provided a summary on each candidate.  Each Committee Member then summarised their individual assessments for each candidate.  Advice to the Panel was provided by the Director of People and Performance Improvement.

 

 

 

            RESOLVED that:

 

(1)   Scott Cardwell be appointed to the post of Assistant Director Development (Regeneration),

(2)   Gavin Baldwin be appointed to the post of Assistant Director Neighbourhoods and Communities (Leisure and Culture),

(3)   no appointment be made to the post of Assistant Director Resources (Finance), and,

(4)   the posts of Assistant Director Resources (Finance) and Assistant Director (Legal and Democratic) be advertised externally.
