On 19th June 2018 Cabinet were notified of the
forthcoming procurement process to secure a new delivery model for
the markets in Doncaster. The procurement process will be via
competitive tender with negotiation and will provide for a contract
of up to 25 years for the service operation, along with a
corresponding lease for the markets estate.
To approve funding through the Councils
Service Transformation Fund to support the procurement of the new
service delivery model for Doncaster Markets as outlined to Cabinet
on 19 June 2018, including the engagement of external advisors as
detailed.
Option 1 - (Recommended Option) Utilise the
Service Transformation Fund to support the procurement
process.
This option will enable the procurement to benefit from up to date
contract expertise in the relevant sector, to help secure the most
economically advantageous tender, with minimum delay to the
programme (which is currently complements the opening of the New
Wool Market).
Option 2 - Do not make funds available from the Service
Transformation Fund - There is insufficient capacity to complete
the procurement in-house and there are no other funding options
available besides the STF, therefore this option would lead to the
procurement process being inadequately supported, impacting
negatively on the programme timescales and quality of the
documentation, which is likely to compromise the overall deal and
would also increase the risk of procurement challenge and
additional costs to the Council.
