This decision is following the approval by
Cabinet on the 23.09.19 to receive £1.8m from Sport England
to maximise opportunities from the Local Delivery Pilot and
delegate to Director of Public Health in consultation with the
Chief Financial Officer and the relevant Portfolio Holder to ensure
spend is in accordance with the bid and to undertake the
accountable body role.
To award the contract of £49,052 to an
external provider to develop an approach to address inactivity with
a focus on parks and open spaces.
Option 1 - Utilise internal staff to deliver
an approach for parks and open spaces.
In light of staffing pressures and capabilities across the council
this is not a feasible option. The recruitment of staff into the
organisation would provide difficult to fulfil in the timescales
required and provide added responsibilities to the Get Doncaster
Moving and other council teams.
Option 2 - Not awarding a contract for evaluation
This would contradict the decision made in early 23rd January 2018
to accept entry into Sport England's Local Delivery Pilot and
ensure we maximise opportunities presented by the programme through
providing council wide support.
Doncaster Council would not be able to access any future
significant funding via the Local Delivery Pilot and therefore
reduce the amount of resources that Doncaster has to addressing
inactivity.
