1. Approval for the drawdown of Capital monies to fund additional Vehicle & Plant (V&P) required following Street Scene’s Shift Change programme.

2. Implementation of staffing changes and AIA payments.

Option 1 – Do Nothing
The service is not able to fund the purchase from within its existing resources and therefore would need to continue with existing inefficient working arrangements, therefore not achieving
the efficiencies described within this report, or would need to restrict the purchase of essential V&P therefore losing the efficiencies otherwise gained through realigning the shift patterns.

Option 2 – (Recommended Option) Approve the request to draw down £613,227.00 from Capital funding to ensure a smooth transition and bring about the efficiencies and benefits the shift realignment will bring to the service as listed in this report. Also, to approve the implementation of all wider recommended changes and funding proposals contained within this ODR.
