(1)      approved the making of  a Compulsory Purchase Order and Side Road Order for the DN7 Hatfield Link Road covering the area defined within drawing number 50055/CPO/1;

 

 

 

(2)       delegated authority to the Director of Regeneration and Environment             and the Director of Finance & Corporate Service to negotiate and             approve a contribution agreement in line with the principles set out in             draft Head of Terms detailed in paragraph 28 of the report; and

 

 

 

(3)       noted the progress on the scheme programme and full business case.

 

Reasons for the decision:

The DN7 Hatfield Link Road Scheme would link the M18 Junction 5 Roundabout with Waggons Way next to Hatfield Colliery. The scheme was a high priority within the Sheffield City Region Investment Fund (SCRIF) enabling capital funding to be drawn down upon completion of business case, design and statutory processes.

 

Cabinet were advised that the project was an example of success to stimulate growth and was 1 of the 4 major schemes under construction. It was stated that the DN7 project had progressed successfully through working with the private sector and would create 7,000 new jobs which was seen as a good opportunity for this area of Doncaster. Members were also asked to note that the Planning Application to deliver the infrastructure had been received within the required deadline. It was also noted that Full Business Case approval had been received which secured £14.1m to deliver the infrastructure. Although it was noted that the developer had been in regular dialogue with landowners for a number of years it was identified that a Compulsory Purchase Order (CPO) and Side Road Order (SRO) would need to be progressed through Cabinet approval. Members were also advised that the contractor had also secured an £8m loan to enable them to stimulate early build.

 

Councillor Pat Knight stated that this was good news for the area and welcomed the construction of the link road first. She stated that the project would also provide better rail/motorway links for the residents and she was pleased the project was under progress. Councillor Sandra Holland echoed the comments made by Councillor Knight and as Portfolio Holder for Housing and the Environment welcomed the figures quoted in relation to Housing Development.

 

Councillor Joe Blackham also welcomed the report and stated that he was sure Local Ward Members would embrace this unique opportunity for what was a deprived area of Borough. Although the programme was seen as a long period, meaningful progress had been made and all involved should be applauded for the work carried out to date.

 

In conclusion, the Mayor stated that this project shows how gaining momentum can bring investment to the Borough which would continue into the future. She stated that 8,600 new jobs will stimulate the economy and housing which is what people need. It had proved that the Council working in partnership with the private sector can deliver for the people of the borough.
