Public Questions and Statements

(A period not exceeding 20 minutes for questions and statements from

members of the public and Elected Members to the Mayor of Doncaster, Ros Jones. Questions/Statements should relate specifically to an item of business on the agenda and be limited to a maximum of 100 words. As stated within Executive Procedure Rule 3.3 each person will be allowed to submit one question/statement per meeting.A question may only be asked if notice has been given by delivering it in writing or by e-mail to the Governance Team no later than 5.00 p.m. of the third working day before the day of the meeting. Mayor Ros Jones read out a question submitted by Mr Brown:-

 

In the context of the Community Safety Strategy, (Re. Agenda Number 9) can you show me the associated JSIA and how many law abiding black citizens and victims of hate crime have been afforded meaningfully and proportionate engagement opportunities to influence SSDP decisions about plans, priorities, delivery and resource allocation?”

 

The following response was provided:-

 

In the development of the Community Safety Strategy and the JSIA, victims of hate crime would not have been consulted individually, but we would have analysed reported hate crimes, including themes, locations or areas where there was a higher incidence of reporting. Using this analysis this would help us to identify new priorities and shape our services, for example developing new reporting centres for harder to reach groups. As a direct result of the consultation we have now established the Conversation Club (Support centre for Asylum Seekers) as a new hate crime reporting centre.

 

As part of our consultation we consulted with a wide range of individuals through community consultation events and face to face meetings with key networks and groups. In addition we used an online questionnaire, which was made available in paper form for those individuals without access to a computer. The online questionnaire was publicised through the Doncaster Council Website and other key partners including St Leger Homes.

 

We identified 40 key networks and groups as part of this exercise, this included:

·         Doncaster Ethnic Minority Regeneration Partnership

·         Conversation Club (Hate Crime Reporting Centre)

·         Doncaster Faiths Together

·         South Yorkshire Centre for Inclusive Living (Hate Crime Reporting Centre)

·         Doncaster College (Hate Crime Reporting Centre)

Whilst the questionnaire was anonymous, we are aware that from the 323 respondents the following table is an illustration of the ethnic group descriptions.

The consultation did seek the views of respondents about being the victim of a crime and we are aware from the responses to this question that 7 stated they had been a victim of hate crime previously and therefore the consultation would have captured their views, alongside all other participants.

 

We are not able to supply a copy of the Joint Strategic Intelligence Assessment (JSIA) findings as the document is predominantly based upon South Yorkshire Police data and we would need to seek their permission to release the full document.
