Apologies for absence were received from Councillors Andrea Robinson, Cynthia Ransome, George Derx, Sean Gibbons, John Gilliver, Pat Haith, Rachel Hodson and Derek Smith and Invitee Jim Board (Unison).

At this point in the meeting, the Senior Governance Officer announced that due to the recent Government guidance relating to the Covid-19 Pandemic, a number of Members of the Scrutiny Panel did not attend the meeting, therefore the meeting was inquorate and was unable to continue. 

All items were therefore deferred to a future meeting.
