RESOLVED that the minutes of the meeting of the Licensing Sub Committee held on 28 April, 2021 be noted.

The Sub-Committee considered an application for a new premises licence in respect of ‘Capri Café’, Sandringham Road, Intake, DN2 5HZ.

 

The Sub-Committee Members, the Applicant and the indivuduals making representations had received the agenda prior to the meeting.  A copy of the representations were attached to the report at Appendix E.

 

At the commencement of the hearing, the Chair welcomed all parties to the meeting, made introductions and outlined the procedure to be followed.

 

The Licensing Manager, David Smith, introduced the report and outlined the salient points in relation to the application.

 

The Applicant was not present at the meeting as had developed Covid Symptoms and was subsequently isolating, but the Applicant’s Agent, Mr Stephen Butler was in attendance, and made representations to the Sub- Committee and answered questions on his behalf.

 

The objectors who had submitted representations were not in attendance and had not indicated that they would be present at the meeting.

 

The meeting then adjourned to allow the Sub-Committee to deliberate on the application and reached a decision in private.

 

All parties were then invited back in to the meeting to be informed of the Sub-Committee’s decision.

 

RESOLVED that the Sub-Committee, having considered the application for a Premises Licence for Capri Café, Intake, Doncaster, DN2 5HZ and have taken into account the representations made and the evidence presented today, the steps that are appropriate to promote the Licensing Objectives, the Home Office Guidance and our Statement of Licensing Policy, has decided to grant the licence in the terms set out in Appendix A-D and including the following conditions:-

 

·         A CCTV system will be fitted, maintained and in use at all times whilst the premises are open.  The CCTV images will be stored for 30 days and police and authorised officers of the council will be given access to images for purposes in connection with the prevention and detection of crime and disorder, in line with GDPR guidance

 

·         Live and recorded music to be indoors only

 

The Committee noted that some modifications to the application had been made following concerns from the objector, and the Agent’s representations regarding this, that Capri Cafe this will be a seating establishment not a standing establishment.

The Committee feel that the Applicant has sufficiently addressed the Licensing Objectives for the licence being granted today.
