11/09/2018 - Shaw Wood, Armthorpe Section 106 Funded Improvements ref: 1588    Recommendations Approved

Improving Shaw Wood will help to enhance and promote the site as an area of local natural interest. It is anticipated that by providing better facilities this will help to increase visitor numbers and give a better visitor experience both from a recreational and biodiversity perspective.

Enhancing the site will also assist the Council in its attempt to attract volunteers and the potential set up of a ‘Friends of’ group to support the future management and maintenance of the site.

The Section 106 resource will support the following improvements:
- Entrance off Basil Avenue – Bollard to be installed to stop unauthorised vehicle entrance on to site.

- Park Avenue entrance – Bollard
- Mere Lane entrance 3.6m 2 in 1 York two way gate, Hang post, Slam post
- Path repair - 140msq of path repair to be done – 30 tonnes of crushed recycled stone needed 40mm - dust
- Way marker post installation to create waymarked walking routes – 100mmx100mmx2.4m way marker posts, 20 posts needed
- Benches
- Bird boxes, habitat homes
- Interpretation panels x 2
- Pond improvements – de silting and dredging of the pond to improve water quality and pond life
- Tree felling - around larger pond to improve daylight and clearance of willow scrub from the margins
- Hire of plant & equipment
- CDM (if required)

It is proposed to use S106 resources for this scheme from the following Section 106 agreements:

- Former NFD Depot, Doncaster Road, Armthorpe (02/4565/P) – Full balance of £6,558 to be used
- Rands Lane, Armthorpe (06/00545/FULM)

It is estimated that these works will cost approximately £13,941 (which includes a 15% contingency).

Works associated with this project will be procured in accordance with the Council’s Contract Procedure Rules pertinent to the financial threshold associated with the project. Where appropriate, relevant quotations will be sought to maximise value for money.

There are no anticipated ongoing maintenance works associated with the above.

Current Description of Service Area
South West Yorkshire Partnership NHS Foundation Trust was awarded the contract to deliver the Move More Doncaster Service from the 1st April 2016 for 3 years with the option of 2 extensions of up to 12 months each. The service aims to increase physical activity levels of older Doncaster residents through the provision of a series of motivational interviewing based appointments, bespoke physical activity programming and sign posting to a variety of local physical activity sessions of which participants are able to access 12 sessions free of charge. The service also is responsible for the promotion of healthy lifestyle messages appropriate to improving bone health and physical activity promotion.

Doncaster Council carries out Civil Parking Enforcement across the Borough under Traffic Management Act 2004. The Authority is currently in the process of extending such enforcement to include some moving traffic conventions taking place in bus lanes.

06/09/2018 - Clearing of Market Units – International Food Hall, Doncaster Market ref: 1559    Recommendations Approved

The reason to redevelop three areas of the International Food Hall at Doncaster Market is to assist with the letting of these areas which have stood unoccupied for a significant amount of time. The redevelopment of these areas will also improve aesthetics within the Food hall, will have the potential to increase the rental income for the building and provide spaces for temporary short term lettings in a number of smaller units for pop up stalls. As the sale of food (other than fruit and veg) is not allowed on the outer market stalls, this will enable the Market to offer space to food traders on a casual, short term basis.
The areas for development have been left by previous tenants in a poor state and look unsightly, blocking sight-lines and are not attractive to potential traders due to the significant investment required by small business owners and entrepreneurs to make the spaces fit for purpose. Without investment, these areas are likely to remain vacant, will continue to deteriorate and hinder the Markets ability to reach full occupancy. One area in particular is made up of five units that were opened up to create a very large unit which was previously occupied by a large butchery business. It is highly unlikely that this unit will be re-let due to the size and associated cost of renting the space. All three of these areas have a direct impact upon the existing traders in this building as visitors entering the Food Hall are greeted by large blocks of stalls in need of redevelopment, giving an impression of a run down market hall.
