04/07/2024 - Procurement & Award of Recycling/Recovery of Organic Waste Contract ref: 3136    Recommendations Approved

Procurement Regulations and Financial Procedure Rules require the Council to undertake a new compliant procurement to facilitate a continuation of service delivery pending expiry of the existing ‘Treatment & Disposal of Organic Waste Contract’ which expires 25/01/2025.
The new Agreement will maximise the recycling or recovery of organic waste to generate useful products and minimise the disposal of untreated biodegradable waste to landfill, it will provide a
guaranteed annual processing capacity of 30,000 tonnes per annum of Contract Waste (the “Guaranteed Minimum Annual Capacity”).
It is anticipated that gate fees under the new Agreement will be per tonne, which is broadly in-line with current spend – appropriate indexation mechanisms will be contained within the Agreement to ensure the price remains sustainable/equitable for the Council and the new contractor throughout the Term.

The potential extension periods will secure the Councils options for the recycling/recovery of organic waste through to 2040, to align with the transitional arrangements the Council has secured for the collection of food waste from domestic properties and the expiry of the PFI (BDR) residual waste treatment contract.

The reason for the decision is to provide a transparent process for the continued assessment of up-to-date evidence post Local Plan adoption. Such evidence informs changes to Local (Wildlife and Geological) Sites to which Policy 31 of the Local Plan applies, be they additional sites, amended site boundaries, or sites no longer meeting
the criteria for designation. These can be incorporated on, or removed from, as appropriate, the Local Plan’s Policies Map; and used in helping to determine relevant
planning applications.

To ensure sustainability, Kids Mediation have demonstrated to the Council justification for a price increase, citing several reasons which relate to unavoidable cost pressures of inflation, National Living Wage increase, National Insurance increase and pension costs
and the overall rising cost of doing business, including associated charges with labour cost increases. The uplift request relates to the cost of current and future children’s Mediations. Nevertheless, the fundamental reason of the increase is the increase that
Trustees have awarded to Kids Mediation staff of 4% salary increment. As staffing makes up the majority of the costs Kids Mediation have added 4% to the 2023/24 rates

• Thorne leisure centre refurbishment.
• Dome phase 1 dome replacement and phase 2 lagoons refurbishment.
• Edlington pool design works and proposals
• Adwick and Dearn valley Swimming Pool Support Fund grant works
Total project work circa £28 - £30m
The support and advice listed below has been identified as necessary for the programme:
• Provide technical support advice to the capital programmes (including but not exclusively Dome, Thone. Edlington, SPSF
• Attend key design meetings and programme meetings across portfolio of works to provide input to support management of programme
• Provided reports and support CDC internal report request for programme updates as and when needed, including post construction snagging and warranty support.
• Compliance negotiation to access signs off against Sport England guidance, CDC standards and others as identified
• To review technical reports and advise CDC, DCLT on consequences and options
• To provide Health and safety guidance during the development and construction phases
• Support on development of JCT contracts and planning applications.
• To advise and source when necessary technical expertise to advise on delivery of the programme.
The support is required for initially a 12 month period with opportunity to extend for further 12 months (this will result in further application to the council ‘Doncaster Feasibility Fund’). Break clause reviews will
be at 3, 6 months and extension review at 9 months. The feasibility support would fund the initial 12 months.

South Yorkshire Airport City (SYAC) is the project to reopen Doncaster Sheffield Airport (DSA) and develop a cluster of high value economic activity which complements traditional aerospace
functions, including logistics. SYAC would incorporate employment, retail, leisure and residential opportunities with excellent transport links, supporting new inward investment into Doncaster
and South Yorkshire.
To ensure successful delivery the Council has developed a detailed programme plan with a number of strands. It seeks to protect existing airport assets where possible including airspace,
ensure there is a viable and robust case for the acquisition and operation of a successful airport, and considers the wider development of an economic cluster around the airport.
A formal competitive procurement process is progressing for a provider to operate and develop the airport in accordance with the aspirations of the Council and Region i.e., economic
regeneration, ensuring risks are mitigated and the contract is let in a fair and transparent manner.
