01/08/2019 - LOP&S 1920020 - Bader School Site Set Up Costs ref: 1819    Recommendations Approved

Doncaster Council are self-delivering the new SEN school on vacant land behind Hungerhill School, with funding from DfE, following a successful free school bid.

The DfE will make funds available for drawdown to deliver the project following the granting of planning permission. The aspirational opening date of the school is 1 September 2020, which requires work to begin as soon as possible should planning permission be granted at the Extraordinary Planning Committee meeting scheduled for 30 July 2019

Following the receipt of the project funds from the DfE, the £200,000 will be reallocated back to the Basic Needs Allocation.

To make a payment to Wilmott Dixon Construction of up to £200,000 for site set up costs in August 2019 for the delivery of the 'Bader School' (SEN Free School) - a new 100 place Communication and Interaction (C&I) Special School with an age range of 5-19. This will be achieved by a variation to the existing pre-construction services agreement PCSA with the agreement of Wilmott Dixon.

14/08/2019 - LOP&S 1920023 - Opportunity Area Grant Funding ref: 1816    Recommendations Approved

The OA Partnership Board has approved the grants and tenders to the amounts set out above.

The services have been approved as they align with the ambitions set out in the Doncaster Opportunity Area delivery plan and the decision to go to market has been taken to ensure the VfM and quality of the procured services, and to test the market.

The grant is to be awarded based on business cases submitted to the Opportunity Area Partnership Board. A decision to directly award the grants is based on the organisation's track record of delivery, the bespoke nature of the programme, an evidence based approach and opportunity to facilitate market development in these areas.

02/08/2019 - RE 19 0045 STF - DGT Inclusive Growth - Request for Resources ref: 1799    Recommendations Approved

In January 2018 the Working Assurance Board considered a 'DGT Inclusive Growth Resource Request' for the following:-

2020/21 - £763, 657
Total - £2, 215, 147

The Programme Board approved the initial transformational projects and actions to deliver Inclusive Growth and financial allocations of £360,000 per annum permanent increase to the core revenue budget and £347, 830 for 2018/19 from temporary available budget were approved by Assurance Board, chaired by the Chief Financial Officer.

Funding was also earmarked for 2019/20 and 2020/21 subject to the outcome of a review of impact at the end of 2018/19.

The information contained within the report aimed to provide details of progress made across all areas as a result of the additional funding in 2018/19 and sought to confirm the drawdown of STF for 2019/20 and 2020/21.

88 Travis Gardens, is currently a residential care home run by Rotherham, Doncaster and South Humberside NHS Foundation Trust (RDASH) and provides residential care for 6 residents. The services at Travis Gardens were to be transformed to supported living service from 1st July 2019, subject to registration with CQC (Care Quality Commission). To register as a supported living service, CQC registration demands that the property requires a registered social landlord (RSL) to manage the property and support the tenants through assured leasehold agreements.

Doncaster Council has been successful in a recent bid for Early Adopter status of the Rapid Rehousing Pathway funding opportunity made available by the Minstry of Housing, Communities and Local Government (MHCLG). This is in recognition that Doncaster is an area that can deliver quickly, has good relationships in place and already had some elements of a rapid rehousing pathway established. The funding is for one year (ending 31st March 2020) and Doncaster has been successful in three strands of work.

16/07/2019 - PH/10/2019 - Rugby League World Cup Legacy Officer ref: 1785    Recommendations Approved

Earlier in 2019, Doncaster were successful in being a host town to 3 x Rugby League World Cup games to be played at the Keepmoat Stadium and host a participating nation within Doncaster for a 3-week period during the tournament. The event will commence October 2021 and a bid team has been constructed to drive this project. This is a major event for the town and an opportunity to showcase on a global level that Doncaster can deliver successful sporting events plus promote Doncaster as a major tourist and leisure destination of the North of England.
