Delivering effective commissioning and contract management is right at the heart of our Transformational ambitions. Indeed, the inputs of the Commissioning and Contracts team are critical to the success of the vast bulk of transformation / improvement projects that are either already underway or planned. The size and scale of this challenge should not be underestimated and there is a clear and obvious need to ensure that the commissioning function is stable and robust in order to maximise its effectiveness moving forward.

Crucially, the move towards the development of a strategic commissioning approach with external partners is a key element of the Doncaster Place Plan. This will include moves towards joint commissioning arrangements where appropriate / achievable. The Commissioning and Contracts team will play a key role in this work.

Provision of £235,000 one-off funding from the Council's General Service Transformation Fund as a contribution to total estimated spend of £553,000 for the procurement / recruitment of additional Commissioning and Contracts team resources on an initial 12 month basis.

The essential work carried out in the department is being delivered by an apprentice whose apprenticeship is coming to an end.

To create a temporary Business Support Post (grade 5) for 3 months to cover urgent work in LOCC Team pending the functional review.

The post of Curatorial Support Assistant has become vacant. It is proposed that a new post of Assistant Museums Officer (Military History) with an enhanced remit and responsibilities be created.

To delete the post of Curatorial Support Assistant, Grade 5 0.8FTE and to create the post of Assistant Museums Officer (Military History) Grade 6 (proposed) 1.0FTE

To allocate the DCLG Flexible Homelessness Support Grant and the Homelessness and Rough Sleeping Grant, to establish a Complex Lives Team, fund a single point of access co-ordinator employed by St Leger Homes, establish an innovation fund (Changing Lives Fund) and provide interim additional drug and alcohol support to the complex lives programme.

1. To approve a grant of up to £24,056.00 to Barnby Dun with Kirk Sandall Parish Council for green space improvements to two sites under the responsibility of the Parish Council, namely The Barnby Dun Sports Association Field and Parish Hall Field, in accordance with the Section 106 Agreement for the Maltings Development (14/00157/WCC).

2. To include the grant in the Adults, Health and Well-being Capital Programme.

To terminate Doncaster Heritage Services contract for the evaluation of the Heritage Lottery Funded Doncaster 1914-18 Project

To formally approve usage of the Care Act funding and to confirm the establishment of posts that have been funded using this funding stream.

Occupational Therapy helps people with physical impairments, medical conditions, learning disabilities and mental health conditions to live more independently.

To structure the Occupational Therapy (OT) management in line with the Locality Teams in Adult Social Care and Support as follows:

To develop the role of the Principal Occupational Therapist to enable strategic capacity in the team and to strengthen partnerships and further integration with Health.
To delete one Deputy Principal Occupational Therapist post and create a Team Leader post.
To re-designate the remaining Deputy Principal Occupational Therapist.

Over the past 4 years DMBC staff have delivered community winter warmth road shows across the borough of Doncaster, which have proven to be extremely successful.

To agree the Winter Warmth Grant Fund spend of £6,000. To agree an invitation to quote for £500 per application (12 applications) and award funding to delivery the Winter Warmth agenda.

Doncaster Council has a grant agreement with Mexborough Citizens Advice for the delivery of outreach of generalist advice in Denaby.

To agree the novation of the grant agreement with Mexborough Citizens Advice over to the newly established Citizens Advice for Doncaster as a whole (merging Mexborough Citizens Advice and North East (Thorne) Citizens Advice.

Doncaster Council commenced its street lighting LED upgrade towards the end of 2015. Whilst carrying out the installation phase of the project we took the opportunity to carry out structural inspection of the street lighting columns.

To award an on-site structural load testing of 300 Stanton 1808 concrete columns to Roch NDT Services to the value of £12,000 commencing on the 27th November 2017.

Authority to dispose of various plots of land and buildings as listed below at Auction on 25 October 2017.

On the 8th March 2016 the Council's Planning Committee refused an application for outline planning permission for the erection of 97 dwellings on approximately 3.37ha of land off Westminster Drive, Dunsville. The decision notice was issued on the 18th March, 2016.

To approve the completion of an agreement under Section 106 of the Town and Country Planning Act 1990 in accordance with the draft attached hereto in relation to an appeal to the Secretary of State following a decision by the Council as Local Planning Authority to refuse the planning application.

A decision was taken by Cabinet in June 2016 for the Council to procure the services of a fully licenced energy company who could provide the Council with an opportunity to operate a 'while lablel' partnership.

To allocate £17k from the Service Transformation Fund for external legal support to procure and contract with an energy company to deliver a white label energy supply offer to Doncaster residents and businesses and for advice in relation to the retail energy market. The Council has its own framework for the appointment of external legal support.

The Planning Committee determined on 15 December 2015 to grant planning permission subject to additional and amended conditions and allowed the Head of Planning, in consultation with the Director of Finance and Corporate Services, to complete negotiations over the Section 106 Agreement and the conditions with the Applicant and Consultees.

To authorise the Assistant Director and Democratic Services to complete the section 106 agreement on the basis set out in the ODR and to issue the decision notice for the DN7/Unity planning application.

As part of the application to Sheffield City Region for investment funding which would see the development of both the Irish Middle Market and Wool Market areas, it was a requirement that a strategic review of the Market along with viability review and projections be undertaken and submitted to support the application.

To allocate £98k from the Service Transformation Fund to meet the costs of the appointment of Quarterbridge to undertake a strategic review of Doncaster Market as required to support the SCRIF development funding application.

Island Gas Limited has applied to Nottinghamshire County Council for exploratory drilling for Shale Gas at Misson Springs. Whilst this site lies entirely within Nottinghamshire's County Councils area, the vehicle routing scheme includes highways within Doncaster MBC's administrative area.

To authorise Doncaster Council as Highway Authority to enter into a joint legal agreement between Nottinghamshire County Council and Island Gas Limited and L. Jackson and Co Limited in respect of highway maintenance issues.

On 20th June 2017, a key decision paper to approve the procurement of four public health services in 2017/18, for a contract start date of April 1st 2018, went to Cabinet. One of these four services was the Public Health Doncaster Smoke Free Service.

To award the contract for the Public Health Doncaster Smoke Free Service to the service provider South West Yorkshire Partnership Foundations NHS Trust commencing April 1st 2018.

Flu is a viral infection, and it occurs in the winter months (Dec-March). It is highly contagious. It causes fevers, headaches, muscle aches, extreme tiredness and cold like symptoms. It can be nasty and take up to a week to recover.

To commission seasonal Flu vaccination for frontlilne staff of Doncaster Council, Doncaster Children Trust, and St Leger Homes from a community pharmacy in Doncaster.

Approval was given on the 27th May 2014 through EDR K1219 to purchase 26 units from Keepmoat on the Askern Colliery Site, the decision also included 22 units on the Bentley Colliery site.

To approve an additional £782,000 to purchase 26 units for affordable housing from Keepmoat Homes Ltd on the former Askern Colliery Site. A previous decision was taken on the 27th May 2014 by EDR K1219 to approve the initial purchase price.
