24/01/2020 - LOP&S 0 1920041- Vacancy creation of temporary lead teacher for the ASCETS team ref: 2042    Recommendations Approved

The line management of the ASCETS team is, at the moment undertaken by a matrix management structure with line management from Behaviour and Inclusion and Educational Psychology. In May 2019 a teacher position became vacant within the ASCETS team with no appointment to date.

Because this was not addressed during the functional review the decision is to bring the ASCETS team management in line with the other outreach teams to create parity with VI and HI (Hearing Impaired support and Visual Impaired). With regard to the structure of these support services the delivery model features a lead teacher who directly line manages the team and reports to the Head of Service, Behaviour and Inclusion.
The position will be on a fixed term and fully traded.

27/01/2020 - AHWB 001 2020 Extra Care Housing Contract ref: 1885    Recommendations Approved

This ODR is in line with the Adults Health and Well Being Commissioning 2018/19 that approved a number of delegations as shown on the uploaded ODR.

DMBC commissions scheduled care and 24/7 services at the following extra care housing schemes for older people:
- Charles Court
- Rokeby Gardens
- Swallowdale

The current contracts for each scheme were established in 2018 and are due to expire in June 2020 and following discussions it was agreed that a framework of extra care providers should be procured for a five year period. The Framework would also provide a mechanism for any potential future schemes that fall out of the housing needs survey and capital works programme led by strategic housing. The Framework will be for the provision of scheduled care and/or 24/7 services within extra care settings. The Framework will be tendered on the basis of 100% quality.

The ODR seeks approval to award the Framework agreement and subsequent call off contracts for Charles Court, Rokeby Gardens and Swallowdale, following procurement of the Framework and based upon the evaluation results.

28/01/2020 - PH 2020/01/PH/ProjMngerExt - Project Manager Post Extension – Get Doncaster Moving ref: 1866    Recommendations Approved

The GDM Programme is currently expected to run until at least 31st March 2021, with the heavily interlinking LDP currently estimated to run until at least 2023/2024.

In May of 2018, a Project Manager was appointed, utilising funding from within the STF 122 budget (approx. £155k overall), to support the Programme. The Post is currently expected to end 21st May 2020.
In addition, funding has been sourced from other ‘streams’ to support the GDM programme, including the STF 125 (approx. £390k).

To ensure that GDM and the LDP continue to be supported appropriately, the Project Manager Post is to be extended until the 31st March 2022. It is essential that the additional capacity and support this Post provides is extended in order for the GDM and LDP Programmes to continue to deliver and realise associated outputs and benefits.

To extend the post until 31st March 2022 it is estimated that an additional £66,783.33 in funding is required. Therefore, identified underspend from within the GDM STF 122 and 125 budgets will be used.

STF 122 reallocation amount - £19,083.95 (this is equal to the entire underspend now identified from the original £155k budget)
STF 125 reallocation amount - £47,699.38 (reallocation of this amount would leave approximately £31,400 in identified underspend)
