In line with the Cabinet decision of 17th
November 2015, the former Kirk Sandall Youth Club building was
advertised as available to let to community interest groups over
the course of an eight week period during July/August 2016.
As quite a specific offer was being sought (the lease to include a
requirement for the provision of young people’s services from
the building for a minimum of ten hours per week), business cases
submitted by individual groups were assessed against a weighted
scoring criteria which was provided to all interested parties as
part of the lease pack.
The closing date for tenders was 12 noon on Friday 26th August
2016, at which point in time one offer was received.
The tender was assessed by a panel of representatives from Assets
& Property, Learning and Opportunities, and Business
Doncaster.
Following some further work to strengthen the youth offer initially
presented, the tender received was deemed acceptable.

to Starlights pre-school.
The lease of the property is to be on a full repairing and insuring
basis for 5 years at a rent of £5,000 per annum, with a 2
year and seven week rent free period.

Amongst other CPR compliant procurement routes
for goods, services and works, Doncaster Council makes use of an
array of framework contracts.
The Council have previously entered into an agreement with Scape
System Build Ltd (Seal No. 62259) to provide the no obligation
option of accessing their four National Frameworks.
In March 2014, the Council entered into a Term Services Agreement
with Faithful+Gould to facilitate access the Asset Management,
Surveying and Design Services Framework.
In October 2016, the SCAPEs supply contract for this Framework with
Faithful+Gould expired and the opportunity was re-tendered. The
successful supplier for this 4 year single supplier framework is
now Perfect Circle JV Ltd (comprising Pick Everard, Gleeds and
AECOM).
To facilitate this we are looking to enter into a Term Services
Agreement with Perfect Circle JV Ltd which will improve the process
for accessing services from this particular framework.

the last 12 months through an existing service with Citizens Advice
and activity shows there is a clear need in the community and would
be a step to mitigate the effects of welfare reform in one of our
most vulnerable communities.

To add to the core grant for Mexborough
Citizen Advice in order to continue provision of generalist advice
in Denaby through 2017/18. An ODR was approved last week with the
rationale that the Denaby outreach would be phased into the Borough
wide tender that was to be in place this year. This tender has now
been delayed to 2018/19 so provision in Denaby will continue
through the grant with a reduction in the contract hours from 8
hours per week to 5. The on-going costs per quarter come to
£2048.56 and the cost for the year will be £8194.24
which will be added to the core grant. The funding to bridge to
March 2018 will be provided from the budget for Well
Doncaster.

Well Doncaster is a community based project
seeking to improve health. A number of initiatives have been
introduced to increase community learning including:-
* opening a community library
*creating a service to broker volunteering and promote vocational
pathways
This ODR is outlining the rationale to agree a funding agreement
with ReRead to co design and deliver a project to increase adult
literacy, anchored around the community library that they already
deliver. Funding has been approved bu the Well Doncaster Steering
Group.

Demand for advocacy services from users of
health and social care services is increasing. The Care Act 2014
brought in new statutory obligations for Local Authorities to
enable eligible service users and carers access to independent
advocacy and the 2014 Supreme Court Judgement regarding Deprivation
of Liberty Safeguards (DoLS) has been an increase in demand for
IMCA interventions. Additionally, significant areas of service
redesign, changes in eligibility criteria and cuts to public
services mean more people than before are seeking an independent
voice to provide an improved service user experience.
Hence the need to develop a strategic approach to the way advocacy
is commissioned in Doncaster so as to create the flexibility and
capability to future-proof these services whilst meeting increasing
demand and improved service user, carer experience.

Nationally there is a focus on Travel Training
and its integration with current Government agendas. Travel
Training can range from road safety training to intensive one to
one coaching. ITT is more specific and tends to focus on holistic
journey skills as well as other associated life skills.
ITT aims to equip individuals who are unable, or restricted in
their ability to travel independently due to particular learning or
physical disabilities. ITT is tailored to an individual's needs and
circumstances and once established, can be refreshed to take
account of changes in routes or needs. Successful delivery allows
the trainee to enjoy independence in accessing the services and
facilities they wish to use.

meeting which took place on 8 November 2016. The improvements to
the gate / access to the site will mean that it is more
aesthetically pleasing and will also ensure DDA
compliance.

BME women experience worse health inequalities
due to their low socio-economic status. Language is a barrier to
many women being able to access services. This contract delivers
ESOL (English for speakers of other languages) training for BME
women in Doncaster which improves their level of communication,
enables them to speak with confidence and become less socially
isolated. The provider also delivers a range of health information,
advice and guidance to the women for them and their
families.
