With the launch of HM Government Industrial
Strategy in Autumn 2017; the importance of achieving Inclusive
Economic Growth had never been more present in an economy that is
preparing itself for life post Brexit, that is why within Doncaster
we need to undertake a piece of high level research that
understands the specialisms that will maximise levels of growth
within key employment sectors. The outcomes from this will then
ensure the reforms contained within the Doncaster Growing Together
Programme (particularly the Working Theme) are tailored
appropriately, ensuring we provide the best outcomes for our
residents and businesses, whilst providing maximum value for
money.
Decision Maker: Assistant Director of Strategy & Performance
Decision published: 18/04/2018
Effective from: 15/03/2018
Decision:
After careful consideration we require
assistance in "understanding the specialisms that will drive growth
within Doncaster based on a quantitative and qualitative assessment
of local strengths and growth opportunities, whilst making
recommendations as to how Doncaster Council might drive growth
through the development and exploitation of these
specialisms".
The decision record therefore requires £18,730 to finance an
organisation (Ortus) to undertake this work within the financial
period 2018/19. The expenditure is to derive from the core budget
within the Strategy and Performance Unit.

Traditionally as a partnership we have been
data rich but insight poor, over reliant on service data to inform

Well Doncaster is a community based project
seeking to improve health. We have trialled generalist advice over
the last 12 months through an existing service with Citizens Advice
and activity shows there is a clear need in the community and would
be a step to mitigate the effects of welfare reform in one of our
most vulnerable communities.
Decision Maker: Director of Public Health
Decision published: 16/03/2018
Effective from: 06/04/2017
Decision:
To add to the core grant for Mexborough
Citizen Advice in order to continue provision of generalist advice
in Denaby through 2017/18. An ODR was approved last week with the
rationale that the Denaby outreach would be phased into the Borough
wide tender that was to be in place this year. This tender has now
been delayed to 2018/19 so provision in Denaby will continue
through the grant with a reduction in the contract hours from 8
hours per week to 5. The on-going costs per quarter come to
£2048.56 and the cost for the year will be £8194.24
which will be added to the core grant. The funding to bridge to
March 2018 will be provided from the budget for Well
Doncaster.

Demand for advocacy services from users of
health and social care services is increasing. The Care Act 2014
brought in new statutory obligations for Local Authorities to
enable eligible service users and carers access to independent
advocacy and the 2014 Supreme Court Judgement regarding Deprivation

IMCA interventions. Additionally, significant areas of service
redesign, changes in eligibility criteria and cuts to public
services mean more people than before are seeking an independent
voice to provide an improved service user experience.
Hence the need to develop a strategic approach to the way advocacy
is commissioned in Doncaster so as to create the flexibility and
capability to future-proof these services whilst meeting increasing

One of the key recommendations from the
Commission was to conduct a Post 16 Review of the education
landscape in Doncaster. The Commission found widespread evidence of
confusion and dissatisfaction with the current arrangements. Young
people, employers and the business community all spoke of the
urgent need to put in place a simplified, more focused, more
unified and more collaborative post-16 system that works in the
interests of students and employers as well as providers.

Since opening at Priory Place, in May 2017 the
Registrars have been charging increased fees which had been
proposed as the premium fee at Cusworth Hall for Friday and
Saturday mornings. There has been no discrepancy between the
advertised fees and those charged to couples marrying at Priory
Place in the Priory Suite. There has been positive feedback on the
much improved ceremony rooms from couples and it is considered that
these fees represent good value in comparison with venues offered
by other local authorites.

current operating model and areas for improvement across all
business processes and the introduction of digital capability
across all aspects of the service creating operational
efficiencies.
Lots of time is currently spent by the team collating and checking
fees accrued by funeral directors for funerals administered by the
team. This technology will mean that charges are automatically
calculated and there is no need to check through every aspect of
each service to ensure invoices are correct.
